Here’s the abstract of my paper on "Going online at Public Internet Access Points: A case study of situated Internet use.":
Public Internet Access Points (PIAP) in libraries, youth centres or Internetcaf�s are said to be an important instrument to bridge the digital divide, but apart from some general usage statistics on national and regional level, very little details are known about Internet use at these locations. This paper presents key findings from a study of PIAPs in Bamberg (Germany), employing an analytical framework combining situational factors, user structure and usage patterns to examine and compare different institutions (Internetcafe, job centre, public library, youth centres). The results show that PIAPs studied for different reasons only partly reach out to groups with no or few Internet skills, thus failing to bridge the digital divide substantially.
